Overseas Mobility (Facilitation & Welfare) Bill, 2025
This is with reference to the draft Overseas Mobility (Facilitation & Welfare) Bill, 2025 which is proposed to replace the Emigration Act, 1983. The draft Bill has been uploaded on the website of Ministry of External Affairs at
https://www.mea.gov.in/overseasmobilitybill2025.htm. A copy of the draft bill is also attached herewith.
2. The draft Bill seeks to promote mobility of Indians emigrating abroad, while
giving adequate flexibility for addressing issues concerning their welfare and protection.
3. Indian Community and Diaspora Associations are requested to share their
views/suggestions via email at passportsection.hongkong@mea.gov.in latest by 01st November 2025.
