Major Cabinet Decisions - 23rd December 2020

(i)           Transformatory changes in Post Matric Scholarship for Scheduled Caste students: The Cabinet has approved major and transformatory changes in the Centrally Sponsored Scheme ‘Post Matric Scholarship to students belonging to Scheduled Castes (PMS-SC)’ to benefit more than 40 million SC students in the next 5 years so that they can successfully complete their higher education. This involves expenditure of INR 59,048 crore (USD 8 billion) of which Central Government would spend 60% and the balance would be spent by the State Governments. The Post Matric Scholarship Scheme for Scheduled Castes allows students to pursue any post matric course starting from class 11th and onwards, with the Govt meeting the cost of education.

(ii)          Revision in guidelines for providing Direct to Home Services: The Cabinet has approved the proposal for revision of the guidelines for obtaining license for providing Direct-To-Home (DTH) broadcasting service in India. Under this, license for the DTH will be issued for a period of 20 years in place of present 10 years, cap of 49% FDl in the existing DTH guidelines will be aligned with the extant Government (DPIIT's) policy on FDl as amended from time to time, among others.
