Miscellaneous Consular Services


(Please carefully read General Instructions before applying for the required service)

1. Applications for following services are to be submitted to the Consulate General of India through its external application service center for consular, visa and passport services (managed by M/s BLS International Services Limited) located at Room 2302, Olympia Plaza, 255 King’s Road, North Point, Hong Kong on any working day (Monday to Friday except designated holidays) between 09:00 AM to 01:00 PM. The timing for collection of documents is 04:00 PM to 05:30 PM.
Applicants must book prior appointment, online
at https://blsinternational.co/hongkong/bls_appmnt/instructions, before visiting the external application service centre to submit the application. Online appointment system is fully computerized and works on first come first serve basis. There is no system of manual intervention and booking of slots, on behalf of applicants, either by M/s BLS International Services Limited. or the Consulate, and applicant need to book the appointment, depending on availability, himself/herself. For attestation/PCC services, applicant should select category “Consular” while booking the apppointment.

NOTE: In addition to the prescribed fee, a service fee of HK$ 47 will be charged by M/s BLS for each service. Value added services (VAS) offered by M/s BLS are optional services and will be charged separately, if the applicant chooses to avail those services. Applicants are free to avail these services from other places of their choice also. Applicants may note that fee is processing charges and will not be refunded even if the applied service is not granted for whatsoever reasons.

(1A) Attestation of Domestic Helper contract
(1B) Attestation of documents like Birth, Death, Marriage, Educational certificate, Passport, OCI, address etc.

2. Applications for following services are to be submitted directly to Consulate General of India, Hong Kong, located at Unit D, 16th Floor, United Centre, 95 Queensway, Admiralty, Hong Kong on any working day (Monday to Friday except designated holidays) between 0930 to 12:30 hours. The timing for collection of documents is 1630 to 1730 hours..

NOTE: NO prior appointment or advance booking is required to avail following services and applicant may walk-in during prescribed working hours, as mentioned above.
(2A) Attestation of Power of Attorney/ Will/ Probate
(2B) Attestation of affidavits for name, DOB, relationship, change in appearance based on Indian passport
(2C) Issue of letter for verification of Indian Driving License
(2D) Attestation of Life Certificate
(2E) Issue of NRI certificate
(2F) Issue of affidavit for passport to a minor residing in India
(2G) Issue of educational equivalency certificate
(2H) Issue of death registration certificate of Indian Nationals
(2I) Issue of NoC for transportation of mortal remains to India

3. General Instructions:

  1. The applicant should be a resident of the consular jurisdiction of CGI, Hong Kong i.e. Hong Kong and Macau SARs.
  2. All original documents are to be shown for verification and need not to be submitted.
  3. Documents, which are issued in India, submitted for attestation (marriage/birth/death/educational certificate/ driving license etc) must be first apostilled by MEA as per the details at https://www.mea.gov.in/apostille.htm.
  4. Documents, which are issued in Hong Kong/Macau, submitted for attestation-
    1. Birth/marriage/death/divorce must be first apostilled by respective High Court.
    2. Other documents must be first attested by Notary Public in Hong Kong/Macau.
  5. Documents, which are issued in foreign countries (other than India/Hong Kong/Macau) must be first authenticated by Indian mission in that country or mission of that country in Hong Kong/Macau.
  6. The delivery of processed documents is to be done preferably to the applicant or to the person authorized by the applicant on presentation of-
    1. Authorization letter
    2. Official payment receipt given to applicant at the time of submission of application, and
    3. Copy of Hong Kong/Macau ID of authorized person and original to be shown.
  7. The normal duration for grant of above services (except service at 1C i.e. attestation of company/trade documents and 1D i.e. issuance of PCC) is two working days (for services of which application is received at Consulate) and three working days (for services of which application is received through our external application center).
  8. Applicant can opt for express service (except service at 1C i.e. attestation of company/trade documents and 1D i.e. issuance of PCC); same day (for services of which application is received at Consulate) and one working day (for services of which application is received through our external application center), on payment of an additional fee of HKD 200. However, the same is subject to application being complete and all documents being in order.
  9. As address proof, following documents (not older than 3 months) shall be submitted.
    1. Utility bill (water or gas or electricity or phone or internet)
    2. Bank statement
    3. Credit card bill
    4. Tax papers of HK/Macau
    5. Lease Agreement
  10. Company Documents must be first attested by Notary Public in Hong Kong/Macau.

(1A) Attestation of Domestic Helper Contract
Category (A): Helper is yet to arrive in Hong Kong:
Documents required

1. Duly filled Application Form
2. Duly filled employment contract form (ID 407) in quadruplicate
3. Photocopy of the Hong Kong/ Macau ID & passport of employer
4. Original Hong Kong /Macau ID & passport of employer, to be shown
5. Photocopy of address proof of the employer
6. Photocopy of Indian Passport of Domestic Helper
7. One latest and clear photograph of Domestic Helper
8. Fee of HKD 172

Category (B): Renewal of DH contract with same employer
Documents required

1. Duly filled Application Form
2. Copy of current employment contract
3. Duly filled new employment contract form (ID 407) in quadruplicate
4. Photocopy of the Hong Kong /Macau ID & passport of employer
5. Photocopy of Address proof of the employer
6. Photocopy of Indian Passport, Hong Kong/ Macau ID & current visa of Domestic Helper, Original to be shown
7. One latest and clear photograph of Domestic Helper

Category (C): Change of Employer
Documents required

1. Duly filled Application Form
2. Photocopy of employment contract with previous employer
3. Photocopy of form ID407 E or Release letter from previous employer

5. Photocopy of the Hong Kong /Macau ID & passport of employer
6. Address proof of the employer
7. Photocopy of Indian Passport, Hong Kong/ Macau ID & current visa of Domestic Helper, Original to be shown

(1B) Attestation of documents like Birth, Death, Marriage, Educational certificate, Passport, OCI, address etc.

(1C) Attestation of Company/Trade documents
Documents required

1. Application on letterhead (along with chop) of the company, mentioning the requirement and the list of documents to be attested
2. Duly filled Proforma for Commercial Attestation
3. Duly filled Proforma for Additional Information, if it is for opening a new Liaison/ Representative/ Branch office in India
4. Duly filled Questionnaire for Chinese and HongKong companies
5 . Original and photocopy of the document to be attested
6. Authority letter and Hong Kong/Macau ID, valid visa (with passport) of the person submitting the application on behalf of the company
7. Company Documents must be first attested by Notary Public in Hong Kong/Macau.

(1D) Issue of Police Clearance Certificate

Category (A): Issue of Police Clearance Certificate for Indian passport holder based on Police verification report in India

Documents required

1. Applicants are required to apply for the same at https://embassy.passportindia.gov.in and submit a printout of the duly filled application form
2. Photocopy of Hong Kong/Macau ID, valid visa & passport of the applicant
3. Original Hong Kong/Macau ID, valid visa and passport of the applicant to be shown
4. One additional latest and clear photograph
5. Fee of HKD 211
Note: (i) PCC will be issued only after receipt of fresh police verification from the relevant police authorities in India which may take time. Applicants are advised to apply for PCC well in advance.

Category (B): Issue of Police Clearance Certificate (for Indian passport holders only) from Hong Kong/ Macau Police
Documents required

1. Duly filled Application Form
2. Photocopy of Hong Kong/Macau ID, valid visa and passport of the applicant
3. Original Hong Kong/Macau ID, valid visa and passport of the applicant to be shown
4. Fee of HKD 211
Note:(i) PCC is issued by HK/Macau Police who takes their own time in doing so therefore applicants are advised to apply for PCC well in advance.

Category (C): Issue of Police Clearance Certificate for foreign passport holders based on Police verification report in India

Documents required

1. Duly filled Application Form
2. A Declaration for PCC mentioning details of stay in India
3. Photocopy of Hong Kong/Macau ID, valid visa and passport of the applicant
4. Original Hong Kong/Macau ID, valid visa and passport of the applicant to be shown
5. Fee of HKD 211

(2A) Attestation of Power of Attorney/ Will/ Probate
Documents required

1. Duly filled Application Form
2. Original and photocopy of Power of Attorney/ Will/ Probate to be attested. The PoA/Will/Probate should be typed on plain A4 size paper as per requirement of applicant.
3. Photocopy of Hong Kong/Macau ID, valid visa and passport of the executant
4. Original Hong Kong/Macau ID, valid visa and passport of the executant to be shown
5. Two recent and clear, coloured photos
6. Executant and witnesse(s), if any, have to sign the PoA/ Will/ Probate in presence of Consulate staff.
7. Photocopy of Hong Kong/Macau ID, valid visa & passport of witness(s), if any, and originals to be shown
8. Fee of HKD 172
Note: (i)For attestation of Power of Attorney (PoA)/ Will/ Probate, executant and witness(es), if any, have to be present in person along with photocopy and original of their passport and HK/Macau ID. If witnesses are not signatories, their presence is not required.
(ii) For attestation of PoA/ Will/ Probate of Foreign passport holders, PoA/ Will/ Probate must be first notarized by a notary public in Hong Kong /Macau before submitting to Consulate for attestation. A recent & clear coloured photograph affixed on the PoA/ Will/ Probate also must have chop of Notary. A second photograph (same as on the original PoA/ Will/ Probate) is to be pasted on the photocopy of the notarized PoA/ Will/ Probate.

(2B) Attestation of affidavits for name, DOB, relationship, change in appearance based on Indian passport
Documents required

1. Duly filled Application Form
2. Duly filled in Birth AffidavitMarriage Affidavit/general declarations (in duplicate)
3. Photocopy of Hong Kong/Macau ID, valid visa and passport of the applicant
4. Original Hong Kong/Macau ID, valid visa and passport of the applicant to be shown

Note: (i) This service is only for Indian Passport holders and applicant has to sign the required affidavit in presence of Consulate staff.

(2C) Issue of letter for verification of Indian Driving License
Documents required

1. Duly filled Application Form
2. Letter issued by Hong Kong Transport Department.
3. Applicant must submit DL Extract along with any one of the following documents:

  • Printout of “know your driving license status” from the Parivahan website or 
  • printout of online details of driving licence available on website of concerned licencing authority 
  • OR
  • Duly apostilled driving licence (as per procedure at https://www.mea.gov.in/apostille.htm).

5. Photocopy of Hong Kong/Macau ID, valid visa and passport of the applicant.
6. Original Hong Kong/Macau ID, valid visa and passport of the applicant to be shown
7. Fee of HKD 172

Note: Steps for generation of DL extract:

Step 1: Go to https://parivahan.gov.in/
Step 2: Go to “Other Services”.
Step 3: Select your State.
Step 4: Click on “DL Extract”.
Step 5: Click on “Continue”
Step 6: Fill all the relevant columns and pay the fees to get DL extract.  

(2D) Attestation of life certificate
Documents required

1. Duly filled Application Form
2. Duly filled Life Certificate (duplicate) to be attested
3. Photocopy of Hong Kong/Macau ID, valid visa and passport of the applicant
4. Original Hong Kong/Macau ID, valid visa and passport of the applicant to be shown
5. Fee of HKD 172
Note: (i) Applicant has to personally submit the application and there is no provision for exemption from personal presence.
(ii) Ex-Indian Army personnel are exempted from payment of fee (Nil fee) on production of photocopy and original of Pension Book.

(2E) Issue of NRI certificate
Documents required

1. Duly filled Application Form
2. Duly filled Declaration Form
3. Photocopy of Hong Kong/Macau ID, valid visa and passport of the applicant

(2F) Issue of affidavit to Parent(s) for passport to a minor residing outside HongKong/ Macau
Documents required

1. Duly filled Application Form
2. Duly filled Affidavit (in duplicate)
3. Photocopy of Hong Kong/Macau ID, valid visa and passport of the either parent
4. Original Hong Kong/Macau ID, valid visa and passport of the parent to be shown
5. Photocopy of birth certificate (in case of new-born baby) or photocopy of old passport (in case of renewal) of the minor

(2G) Issue of educational equivalency certificate

(2H) Issuance of Death Registration Certificate of Indian national
Documents required

1. Duly filled Application Form by either close relative or friend
2. Photocopy of Hong Kong/Macau ID, valid visa and passport of the applicant
3. Original Hong Kong/Macau ID, valid visa and passport of the applicant to be shown
4. Photocopy of Hong Kong/Macau ID, valid visa, passport and death certificate of the deceased person
5. Original Hong Kong/Macau ID/ valid visa, passport and death certificate of the deceased person

(2I) Issue of NoC for Transportation of Mortal remains to India
Documents required

1. Duly filled Application Form by either close relative or friend
2. Photocopy of Hong Kong/Macau ID, valid visa and passport of the applicant
3. Photocopy of passport, death certificate/ Coroner’s Court order (In case death certificate is not available) of the deceased, Embalming certificate, certificate from the Funeral Parlour confirming that the packing of the body is in accordance with standards, and permit for removal of dead body from Hong Kong authorities
4. Original passport, death certificate/ Coroner’s Court order of the deceased person, Embalming certificate, certificate from Funeral parlour, permit for removal of dead body from Hong Kong authorities to be shown.
